You don't need SDK for directx and physx. - I don't have them, and everything works on weaker PC than your's.

you have Athlon XP, and they don't support SSE2.
Engine is compiled with SSE2 enabled for best performance.

VS 2008 and VS 2008 SP1 also work ok
