how to translate all programs in folder tools on russian language?

In the world editor:

Main->Change Language->choose russian.
There is always evil somewhere, you just have to look for it properly.

world editor work on russian. mesh,pak and etc. don't work...

They aren't very huge and the tools don't need to be translated. Cause the most functions in those tools are pretty straight forward.
There is always evil somewhere, you just have to look for it properly.
