I created a Tic Tac Toe game a while ago and when I tried to run it on a different computer I got this error.

From this error I assume that it means that I don't have Direct X 11 installed and I don't. But, do I need Direct X 11 to solve this problem?

you should install latest DirectX Runtime, if you want to run the game on Windows XP also build it (compile) with EE dx9 lib
