So, this might just be me who is blind, but, i see no way to make pak files ?

There is a pak viewer, but i see no pak creator ?

Could someone explain how to create pak files (both secure and unsecure) ?

you've missed the option in the converter tool
you can also specify there the secure key
then drag and drop the files and they will be automatically paked
