No, it's not only in commercial license, it was just disabled some time ago in one of engine's updates.

I'm waiting for it too.

I guess in 0-2 months, I'd like to redesign the grass system first to make it more universal (more types of grass, more controll in creation/editing and animation)

That sounds cool, I really hope you can do something which makes more elegant fast and mainly thick grass with it.
